Historiador y escritor alemán. Después de estudiar leyes, realizó investigaciones en Italia y se transformó en un maestro de la epigrafía, el estudio e interpretación de inscripciones. En 1848 fue nombrado profesor de leyes en Leipzig. Sin embargo, al poco tiempo fue destituido por su participación en actividades políticas liberales; posteriormente ocupó cargos docentes en otros lugares. Se mantuvo activo políticamente durante toda su vida. Se le conoce particularmente por su obra Historia de Roma, 4 vol. (1854–56, 1885), considerada su obra maestra. Editó el Corpus Inscriptionum Latinarum (de 1863), una colección exhaustiva de inscripciones latinas que contribuyeron enormemente para el entendimiento de la vida en el mundo antiguo. Su obra Römisches Staatsrecht [Derecho constitucional romano], 3 vol. (1871–88), representó la primera codificación del derecho romano. Su producción a lo largo de toda su vida fue inmensa; publicó aproximadamente mil ensayos sobre temas eruditos. En 1902 recibió el Premio Nobel de Literatura.
